Why Wasn't Texas Ready for Winter Storm Uri?

The February storm killed hundreds of Texans and took out electricity to millions more, revealing an outdated energy grid unprepared for a changing environment. Is it possible to create something better?

Consider the millions of people trapped in the cold without access to power, food, or drinking water. Infrastructure has been seriously hampered. Families are huddling in parked cars for warmth and heating water in their homes to ensure that it is safe to drink. This may sound like something out of a post-apocalyptic movie, but millions of people in Texas experienced it last month.

A record-breaking winter storm named Uri engulfed Texas from February 13 to 17, carrying with it record-low temperatures.

According to the U.S. Energy Information Administration, natural gas powers nearly half of Texas, coal powers 20%, wind and solar power another 20%, and nuclear power powers 10%. (EIA). Texas energy systems protect against the sun, with summer temperatures routinely exceeding 90 degrees Fahrenheit. The state's power plants and natural gas systems aren't built to survive freezing temperatures. Even though Texas went through a similar energy crisis ten years ago, and investigations found that Texas energy producers needed to insulate and winterize their systems for extreme cold, most systems are still poorly insulated.

According to Michael Webber, an energy resources professor at the University of Texas at Austin, as weather conditions deteriorated and temperatures fell in February, most of the state's infrastructure for generating and distributing electricity froze.

Several coal plants have been shut down due to frozen machinery, according to Webber. There were several outages in the system, including several snow-covered solar panels and frozen wind turbines. These outages knocked out power across the state, including parts of the natural gas grid powered by electricity, such as pumps and antifreeze injection systems. As a result, even more, power plants were shut down, resulting in a perfect storm of power outages.

Meanwhile, residents in Texas were cranking up the sun, causing a surge in demand.

The state's power grid started to collapse due to the freezing temperatures and rapid increase in energy consumption, resulting in cascading failures and widespread blackouts. Since much of Texas does not have the option of channeling electricity from other states, the infrastructure failure was exacerbated by Texas' energy grid isolation and lack of resilience.

According to the Texas Tribune, at least 4.5 million energy consumers in Texas lost power during the storm. An estimated 57 people died from hypothermia, and about 12 million people got "boil notices" due to water quality issues.

"So we have a water issue—freezing water, which turns into a gas problem, which turns into a power problem, which turns into a bigger gas problem, which turns into a bigger power problem, which turns into a water problem, which turns into a humanitarian crisis," Webber says.

Harris County Judge Lina Hidalgo was one of the people who were without electricity for three nights. Hidalgo warned her county's nearly 5 million people about the imminent winter storm ahead of time, but she was not spared from the blizzard's ferocity or power providers' lack of planning.

"It's worth wondering who set up this scheme and who kept it going knowing there was no proper legislation in place?" According to Hidalgo, who talked to the Associated Press. "Those questions will need to be answered, and I am hopeful that improvements will occur. The society is entitled to answers."

Texas is an island when it comes to its grid. There are three grids in the United States: east, west, and Texas. Texas has its grid, allowing it to be free of federal control, and unlike most other states, it can produce enough energy to be self-sufficient within its borders.

However, if anything goes wrong, the state would have trouble importing electricity from neighboring nations, leaving infrastructure vulnerable in the event of severe weather, according to Webber.

"So what happened in Texas isn't just about Texas," says Greeshma Gadikota, an environmental engineer. "It's about the need to reconsider our energy systems and the need to create resilience in many different areas of the world in response to a changing environment. The threats that we face today are not the same as those that we faced 20, 30, or 40 years ago."

We're building infrastructure for yesterday's weather, not tomorrow's, according to Webber.

"The next hundred years are going to be different," Webber predicts. "We already know that weather events will become more severe and regular, implying hotter and colder temperatures, as well as wetter and drier conditions. So we'll have to live with it and plan accordingly."

Renewable energy's position in the Texas energy crisis

According to The Texas Tribune, as power was restored following the storm, false information about green energy and its relation to the energy crisis started to circulate. Some have also indicated that frozen wind turbines in West Texas are to blame for the state's electricity shortage. Wind power accounts for only a tiny portion of the energy produced in Texas during the winter.

Webber defines Texas as a "gas state."

However, some mistakenly blamed the power outages on frozen wind turbines.

In mid-February, U.S. Rep. Dan Crenshaw tweeted, "This is what happens when you push the grid to rely in part on the wind as a power source." "As weather conditions deteriorate, as they did this week, intermittent renewable energy sources such as wind are unavailable when needed."

Texas Agriculture Commissioner Sid Miller posted on Facebook, "We can never build another wind turbine in Texas." "The experiment was a complete failure."

During a press conference in February, the Electric Reliability Council of Texas (ERCOT), which oversees the state's power grid, reported that malfunctions in natural gas, coal, and nuclear energy systems were responsible for nearly twice as many outages as frozen wind turbines and solar panels.

According to the U.S. Energy Information Administration, global energy demand is projected to rise by 56% in the next 25 years (EIA). As the energy demand grows, the fossil fuel reserves we currently rely on are depleting and becoming more expensive to acquire. The release of carbon from the combustion of these fossil fuels has long-term negative consequences for the atmosphere, leading to greenhouse gas emissions that warm the earth and lead to climate change.

With the electricity demand, the Texas energy crisis acts as a wake-up call, exposing "cascading failures" in the U.S. electric system's infrastructure. According to NBC News, it also shows that these systems might not absorb the frenetic climate-related spikes in power demand that Winter Storm Uri caused.

Electric grid regulators warn that as we continue to grow renewable energy sources, the United States will need to develop ample supplies of power storage, such as massive batteries, which depend heavily on advanced technologies.
